I received my tags in the mail yesterday along with the holder for the WDFW access pass but no access pass??

I said it's a vendor that fills the envelopes. Obviously it's an issue the agency needs to resolve with the vendor (who happens to be the vendor for other states as well).
Last year they sent me 2 deer tags and 2 elk tags
