With all due respect, you might be looking at the wrong map. There is at least 30 square miles of BLM land that has road access through it with plenty of mule deer, ranging from sagebrush flats to slippery steep timbered slopes. There is also several parcels of state ground that primarily hold muleys. Your son will have numerous opportunities to fill his tag with some effort.
If I may suggest getting the map of the Okanogan National Forest put out by the Forest Service and for starters looking at Washburn Lake area, the strip of land north of the Similkameen River to the Canadian Border, and land north of Palmer Lake. Not to mention an easy hunt of fishing on Spectacle while looking for deer on south side of the lake.
