I spoke to a DOT engineer who told me that the funds for the overpass come from feds, specifically for the overpass and it is included in the funds provided for the construction project. The overpass had to be built within the zone of the existing construction project.  A study was done and that was the best place available inside the zone. Animals will use it. It will benefit us all over time.

More are planned as new construction projects are started/planned. I believe Ryegrass will have at least one in the future 

Again...... the feds granted the state the money specifically for an overpass within the construction zone. You guys sure like to complain makes me sick.

Good one. You almost had me until I realized you weren't being serious.

Keep in mind that it's all rock up there and you can't work in the winter.Theres creeks and the lake that are huge environmental issues.Also Theres 30,000 cars and trucks using the road everyday.Things take time and there is more wildlife then one might think.
