Will leftover multiseason tags ever go on sale to non applicants?

Probably already on here but my uncle asked this question and I didn't know the answer because I have always applied. So do they ever go on sale to people who didn't apply.

They never have been available to those that didn't apply in the past.  One never knows what WDFW will do year to year though

I only applied for deer, but yesterday I was eligible for elk multiseason also.?...I didn't get it. I think WDFW just wants the money.

So.... if they didn't take your general tag from you, is it still valid? I sure frickin hope so!!!!!!! Lol
