I would certainly get a Inland Paper Company permit.  LOTS of bears on the permit property.  I would concentrate on the Idaho side of Mount Spokane.

Are you allowed to bait on their property? or strictly spot stalk find berry patch?

Depending on when you are going make sure to keep an eye on if inland shuts down their property.  It’s very dry and they have already sent notice below.  Access points at twin lakes and spirit lake are both good with a ton of clearcuts to glass up.  You can bait on their property also.

ALERT:
Due to the high fire danger, all IEP timberlands have “Hootowl” restrictions. This means firewood cutting is prohibited between the hours of 1:00pm and 8:00pm PST. All vehicles are required to possess: Shovel or an axe, and a fire extinguisher, bucket or helmet. Thank you for helping keep IEP timberlands green!

Yes you can bait on their property, you would just need the baiting permit from IDFG.
