First day of the high hunt last year I was hiking in 75 degree weather with a tank top on, came down mid week and went back up to find 4 inches of snow. You just never know! I don't think a Ti stove will make or break your pack weight, might as well toss 'er in. However, I am not bringing mine for a 5 day hunt.

Pretty sure you can use a stove in any wilderness. Some wildernesses will have areas that you cant have open fires in certain basins though
