I do not really understand what is ambiguous about the Incidental Take permit language It does seem pretty clear these groups will not be satisfied as long as there is any trapping of bobcats going on or for that matter any trapping at all.

I don't know what the statistics are in the west but I have followed the Lynx lawsuits in Maine and there were more Lynx killed by cars then were trapped. I believe their incidental take permit was 5 over 5 years. It would follow that cars could be banned in the lynx recovery areas. The DMV has no incidental take permit.
Of course we know that will never happen but it makes one wonder why trappers are held to a higher standard.

Incidentally a lynx was killed in WA last year by a night hunter. That is why this year there is no night hunting for cats allowed in the lynx recovery area.
