I wish you good luck on your quest.  Unfortunately, I only have recommendations, which may be no help this late in the season: 
1. If you want a P&Y Blacktail, I'd be looking at Northern CA, the southern half of OR, or possibly a guided hunt in British Columbia.  Though there are large bucks here and there throughout the region, the antler size in general for any given size animal seems to be larger anywhere south of Eugene, OR.    I have no idea if any of those seasons are still open for archery, or if you've already tagged bucks in these states and prefer to hunt elsewhere.
2. If the buck has to be taken in WA, then if this good weather holds out, somewhere up high and just west of Pacific Crest Trail might put you into an area where there's been a bit of genetic mixing with Muleys over the past few thousand years, producing Benchleg Bucks that have Blacktail characteristics with antlers much larger than the typical Colombian Blacktail Deer. (For P&Y, I believe you must be west of the PCT for the buck to be considered a BT.  I could be totally wrong on that) Chances are pretty good that you'll be deep in snow in the next couple weeks at these elevations.
