I've been waiting to say this..
The USFWS is proposing to delist the wolf. It's not an executive order by Trump himself or a congressional bill. It's USFWS proposing to delist the wolf just like they do with other species. Not quite sure why the website calls it an "executive decision" if anything it's an agency/department decision.
