Does anyone know if a non resident that did not draw the deer or big game combo can buy The OTC whitetail b tags?

Depends on the area you are wanting to go, some are drawing (due by June 1) others are OTC.

Yes you can purchase them OTC if you didn't draw for your A tags

There are some units that are draw for whitetail.

I believe the b tag draw is completely separate and not related to the general draw, thus anyone can apply.
