I drew my goat tag with 9. There's always a chance.

Yeah, theres a chance, otherwise i wouldnt put in,  but lets just say im not practicing my moose calling in anticipation.

I do my part in that.  I dont apply for sheep or goat.  It just doesnt interest me.  I also dont apply for any quality permits.

My understanding is that the avg points shown in the pamphlet arent avg points of those who drew, but avg points of all applicants

No, it's "average winner points." If you look online you'll see that's what they call it there. And you can verify by looking at the pdf's that list the points of all who drew.

You are correct, it makes odds quite a bit higher if you have more points because points are squared.

Guy with 26 points draws and a guy with 1 point draws. That would be 13 points average. But not really telling the whole story. When there are very few tags average points don't mean anything. They should use mean instead.

Yes, I understand what you're saying, but if you look at the actual numbers, very few people draw moose, sheep, and goat tags with less than, say, 10 points. You'll see a lot more people selected with 15 points and up, even though the number of applicants with those higher point totals are much less. So the points certainly make a difference. Just think, 23 points gives a person 529 chances while 5 points only 25 chances.
