One of those 365 days governor's tags? Normally I'd say wait til he is hard horned but that'd be a fun mount to have hanging on the wall. Really cool elk.

They generally fill that tag on velvet bulls because that’s when they can pattern them really well before the rut has them running all over and possibly getting busted up.

Bulls are pretty much done growing now and will be stripping velvet usually within a couple weeks. They’re about a month ahead of deer.

Pretty sure this would have been last year's tag holder.  I believe the season runs from August 15, 2018 to August 14, 2019.  Last year was a drought year, so makes sense they would have waited til the end.
