Realistically, I think they're trying to provide as much opportunity as possible while keeping the areas they congregate the heaviest off limits. If they're that worried about the Stilly and Snohomish fish though, just keep 8-2 closed completely and call it good. Let fish get to the rivers and then have a later season opener. I just hope it isn't to provide distinct areas for sport fisherman and seiners and keep them separated. The seiners like the water north of the ferry terminal.
