CO Leftovers

I already have a CO deer tag, can I try and buy a tag off the leftover list tomorrow in hopes of upgrading?

No, you have to mail in your existing permit and fill out an exchange request or, exchange in person at a DOW office.   They charge you quite a bit to exchange.
