I don't think he could be prosecuted for attempting to steal the camera but post the video and at least you might shame him into thinking twice the next time he wants to steal something
Yes a person can be prosecuted for attempted theft.

Report it. Don't confront him, let the law do it. Give them the video. Only post it if they do nothing about the crime.

Report it and hand LE the video. If he is a repeat thief, this gives them the ammo they need.
