My region goes at least 3x over the quota by the end of December. Are all the fish and game killed problem cats not counted? That alone would tip over our quota.

Every year I hear that they don't count, but I believe they do.All cougars killed by licensed hunters during the early and late hunting seasons, and seasons authorized under WAC 220-440-030 shall be counted toward the harvest guideline. Here's a linkhttps://wdfw.wa.gov/hunting/regulations/big-game/cougar
So with quotas meet from problem cougar, and hunters.I would expect a lot of quotas at max ,gmu's shut down on the Jan 1,2020
