Get outdoors combo
« on: November 18, 2019, 12:24:31 PM »
Kinda been trying to follow this, not much on the WDFW page, but today was able to sift through and find some more information. (couldnt find a topic on this so thought i'd start one)
Just curious what you all thought of it?
I could see me buying it, all my transactions in 1 shot vs maybe forgetting/overlooking something.

https://wdfw.wa.gov/sites/default/files/2019-09/B.%20SSEstablishing%20the%20Get%20Outdoors%20Hunting%20and%20Fishing%20License%20Package.pdf
(copy pasted below)

Meeting dates: September 27, 2019
Agenda item: B. Establishing the Get Outdoors Hunting and Fishing License Package
Presenter(s): Nate Pamplin, Director of Budget and Government Affairs
Background summary:
There are currently no combination hunting and fishing packages offered by the Department.
RCW 77.12.470(5) provides authority for the Commission to create new packages, and can set
the price of two or more licenses and endorsements at or below the cumulative price of its
components.
License combinations are convenient for the customer and the retail dealer, provides an
attractive discount that may generate additional revenue overall, and may contribute to R3
efforts as people who have purchased a privilege already included in a license package may
try a new activity.
WDFW is proposing the creation of the Get Outdoors license for residents. The Get Outdoors
license includes:
 Annual combination recreational freshwater, saltwater, and shellfish license.
 Two-pole endorsement
 Puget Sound crab endorsement.
 Annual combination hunting license for deer, elk, bear, and cougar.
 Bear and cougar transport tags.
 Small game license
 Migratory bird permit and migratory bird authorization.
 Two turkey tags.
The base fee for this package is $208.80. Adding in the 10% transaction fee and the $5.50
dealer fee, the out-the-door price is $235.18.
The customer may elect to purchase their deer and elk transport tags with the Get Outdoors
license, in which case, the out-the-door price will be $236.18. Some customers do not
purchase their deer and elk transport tags until after the multi-season draw occurs.
Staff recommendation: Staff recommend that the Fish and Wildlife Commission approve the
adoption of the Get Outdoors fishing/hunting license package.
Policy issue(s) and expected outcome: If approved, the Get Outdoors package will provide
a convenient ‘one-click’ option to recreational customers for both fishing and hunting activities.
Additionally, we’ve discounted the package to reward our most avid customers and potentially
increase revenue overall given the popularity of discounted packages.
Fiscal impacts of agency implementation: This package is projected to increase revenue by
approximately $40,000 per fiscal year in license and transaction fee revenue. The Department
assumes about 5,000 license sales based on what we learned from the initial roll-out of Fish
Washington and examining customer purchase history.
This estimate assumes many of the customers purchasing the Get Outdoors package will have
purchased many of the licenses and endorsements in the prior year. Given the discount
associated with the new Get Outdoors license package, the “breakeven point” of being revenue
neutral will be for the Department to sell about 4,800 licenses.
Public involvement process used and what you learned: The Department’s CR-101 was
filed May 22, 2019. The CR-102 was filed July 3, 2019. The Department received two public
comments, the first was received following the filing of the CR-101; it was a clarifying question
about what the proposal would include and the Department provided additional information to
the commenter.
The Department’s second comment was a question asking whether the package would be
further discounted for veterans/ADA qualifying individuals. The Department replied that no, it
would not, as the existing price points for veterans/ADA licenses and endorsements are
already a significant savings beyond the proposed package cost.
There was a public hearing on September 13, 2019 and no one testified. Since that hearing
there have been a couple emails asking about the license and suggesting that the cost be
reduced further.
Action requested and/or proposed next steps: Department staff request that the
Commission approve the creation of WAC 220-220-093, Combination hunting and fishing
packages.
Draft motion language: “I move to adopt WAC 220-220-093, as presented by staff.”
Post decision communications plan: The Get Outdoors license package will be
communicated to existing customers via email, promoted on Facebook and other social media,
and communicated to dealers via notifications on the licensing system. The new package will
be provided for sale on December 1, 2019 for License year 2020 (April 1, 2020 through March
31, 2021)

How much would a person save buying this package vs all this stuff individually?

Looks to me the savings is bigger than $20.00. I spend no less than $240.00 for Hunting and fishing crabbing but never buy a small game license and usually do not bird hunt or get turkey tags, just those are more than $20.00.

From the link above, the price if purchased individually would be $336.
The package price would be $235, for a savings of $101.
Not a bad offer in my mind, plus I would probably hunt something I normally wouldn't.

Yea i made that newer thread, and apparently someone felt it needed deleted. i dont understand why, it was a general topic but whatever, i just added up what i bought and beings i dont fish the salt, i spent around 175, thats for deer and elk with discoutned small game. if instead i do d/e/b/c with discounted small game plus a 2nd turkey tag, i come up with $206, so i guess i basically have to decide the chance that i end up fishing the salt, it would be 25 more dollars and i would get saltwater fishing along with some west side migratory stuff that i dont need on the eastside, or my other option is to give idaho my leftover $25.

Yep, here you go idaho, where do i write the check

It's a 6% savings over buying the other combo offers.

It's not great, and we're still extremely high compared to other states... But I'll be buying it.  Savings is savings.

They should do a "pick em" style of combo.  Allowing for 4 big game licenses, 2 fishing licenses or endorsements.  I'm not saying these exact numbers but allow for more customization and I might be sold. But I dont have enough time to fill 2 Turkey tags nor do I fish in the salt and rarely care enough to use two poles at a time .

I'll wait.  Buying before seasons are set, before anything is announced, no thanks.  I might be cynical but I don't trust them trying to front load as much money as they can.  Last year they waited until most licences were renewed before mentioning crab closures.  NOF hasn't taken place.  I am at the point with this state that I won't give them a cent that isn't necessary.  Things get closed or altered, and maybe you don't get to use all the options.  Given, hunting is more stable but still never know.

That wouldn't be possible without approval from the legislature since the Discover Pass is a multi-agency pass.

This is overpriced and would be used by very few hunters. A big problem is that it ignores Eastern/Western differences. Eastern Wa hunters are unlikely to salt fish and Western Wa are unlikely to hunt turkey.

They should just have a discounted saltwater/freshwater/shellfish combo option for the big game package.

I'd go for a predator package

bear, cougar + discounted small game and eventually (probably never)  wolf, bear, lion + small game

I’ll be buying mine this week and will probably use everything except the seaweed license.... but maybe I’ll try that as well next year.

For those of us that do it all, it’s a nice option. If you want more combo options, write in and make suggestions.

I usually do it all here in wa. Everything except saltwater fishing. Maybe I’ll give that a shot once i buy this. I try to buy less and less here in wa but not having a full understanding of out of state opportunities and only having one year out of state experience i think I’ll end up buying this.

I think the locals shoot turkeys and some possibly even notch their tags. But you’re right they don’t actually go out and hunt them. They just shoot them out of their yard or out of the tree that they’re roosting in above their cars at night.  I knew an old boy with a dairy farm up that way who is long gone now.  He didn’t hunt turkeys but always had a freezer full of them. They destroyed his alfalfa fields and he’d always say the government doesn’t pay me to feed the damn birds.

Lots of western Washington hunters hunt turkey.  14k plus tags sold in 2018 for turkeys.  I guarantee that they weren't all sold to east side turkey hunters.

This is a great discount for you all.  I am not eligible for the package because I get the disabled veteran discount.

You can look up the stats in the harvest report. Most hunters don't buy a turkey tag. Not even 20%.

So this package isn't designed for most hunters. Not really well thought out.

I'm contemplating getting ONLY a deer tag. $45 and I'm done. I'll get deer, elk, bear, cougar for my daughter, and that's only $46. The savings will help pay for deer and antelope licenses in Wyoming for my daughter and I.

So youre hunting deer out of state.  Id say if anything, get only bear and cougar tags here.  It would be about the same price.  When the day comes that i cant locate a worthy buck to target for the coming season, and the way things are going thats probably not far in the future,  ill just buy predator tags here in washington.  Got my target for 2020 though.

I want the Washington deer tag so I can hunt deer with my daughter. I always buy bear and cougar tags but never fill them. Seems like I've been wasting my money all these years. I do want to focus more on predators, and I'll be hunting predators this winter. I suppose I should buy a small game license next year so I can kill bobcats. So maybe I'll just do deer w/small game. If I decide I want bear and cougar, then it ends up being a better deal just buying the whole big game combo of deer, elk, bear, and cougar, for just over $100. Tough decision. Not sure what I'll do. If the state does anything more to violate my rights, such as requiring background checks for ammunition purchases like California did, then that will make the decision easier. In that case I'll do just the deer tag for $45 and call it good.
