I don't have an atv, so I'm not up on the rules of where riding is allowed. Are those rules set by the state, or the forest service district?
A little of both. ID even has some units where ATV's are legal but you can't use them for hunting, just for taking your camp in and out basically. Usually you have the FS saying what trails ATV's are legal on and then you've got what the state requires of you have to operate one at all.

Heck, trail maintanence?  They are just old decommissioned roads in most areas from my experiences.  No "maintenance" I seen?

It just makes some warm and fuzzy inside by saying it’s for trail maintenance.

Actually in the units with ATV restrictions you can use your atv for hunting anywhere any full size motorized vehicle can be used. The rule prevents using atv's for hunting on trails not open to full size motorized vehicles, however, you can still haul in a camp.

So does this apply to dirtbikes as well? If so, would the $12 idaho tabs be good for WA riding? Could I buy the Idaho tabs in place of WA tabs?

The tab is for offroad use. I also buy plates for street use in Idaho, the plates might allow use in WA where counties allow atv street use, I'm not sure, best bet is to ask the WA county where you want to use the Idaho plates or tabs!
