Like on potholes, couldn't people launch at Mardon and not the other various places? Yes, but the order bans all social, spiritual and recreational activities. I suppose you could get around it if you are solo.? Better ask our wonderful governor for clarification on his "go outside, hike, bicycle" comments then. It was in his speech. From the gov's own medium page:https://medium.com/wagovernor/inslee-announces-stay-home-stay-healthy-order-4891a7511f5eThe proclamation states it’s still safe for people to go outside as long as they remain at least six feet from each other. Grocery stores, doctor’s offices and other essential businesses will remain open. People can still participate in activities such as bike rides, gardening, and dog walking — as long as they follow social distancing rules.

Key word in his speech "gatherings"."This order will immediately ban all gatherings of people for social, spiritual, and recreational purposes"This was right after he told everyone to go outside for recreation, but to maintain social distancing. I wasn't expecting clear decisive leadership all of the sudden, fwiw.
You guys looking for whatever loophole you can find to go fishing isn’t going to do anything to end the stay at home order. The whole reason for it in the first place is because people wouldn’t stay the hell home. It’s 2 weeks.

Which proves it's just WDFW screwing us!
