Non-hunter going with hunter

If I have an out of state visitor that just wants to go with me during elk archery and will not be hunting, does he need to get a license?
It's only trouble if you get caught. Otherwise it is an adventure.

That is our plan, really appreciate the help. My younger brother is coming up from Mississippi and we are going to spend a week out in the mountains. I've been here is Washington for 2 years now and I finally have a chance to get out and elk hunt. Looking mainly to establish an area to hunt for seasons to come.
It's only trouble if you get caught. Otherwise it is an adventure.

I don't mean to hijack the thread, but I've also been curious about bringing a non-tag-holder during a hunt with a weapon.

For example, let's say Person A has modern elk tag, Person B has archery elk and a general black bear tag. Can Person B tag along with a rifle during modern elk in case a black bear pops up so long as he doesn't shoot any elk and obeys all other regulations? Or is there a regulation somewhere against this?

I see no issue there at all. I've carried a long gun while having a bear tag in my pocket and hunted with a buddy during archery deer. Totally legal and above board imo.

The only restriction even close to this that im aware of is on page 93 of the reg book, #11.  It says if youre hunting wildlife during modern deer or elk season, its illegal to use a rifle of .24 cal or larger unless you have a deer, elk, bear, cougar, moose, sheep or goat tag valid in that place and time.  So basically if you have no big game tags at all, and you want to hunt yotes or bobs during a mf season, your rifle has to be smaller than 6mm.  Basically by what they say is acceptable, and what theyre omitting as illegal, youre good to go.  A guy can hunt bear or cats with a rifle during sn archery deer or elk hunt if he doesnt have archery deer or elk tags.  You might get a bow hunter reporting gun shots, but if all is on the up and up, theres no problem.
