They made a mistake.

WAC 232-28-287 2009-2010, 2010-2011, and 2011-2012 Cougar permit seasons and regulations
A. Agency reason for adoption:
Maximize recreational hunting opportunities for black bear and cougar within biologically sustainable limits.

B. Changes, if any, from the text of the proposed rule and reasons for difference:
For hunt area in the Kittitas-Yakima hunt, change from “GMUs 328, 329, 342-368” to “GMUs 328-368.” The reason for the change is to correct for GMU omissions.

C. Agency responses to written and oral comments:
None

I have a document they sent me but I can't save it. If I figure out how to save it, I will edit and add the link.

They were supposed to have the regulations booklets out sometime this week but the posted some errors so all were recalled.  Once they are fixed the will resend them out.  Don't get to excited till you read the final booklet.
