Seriously, its really easy to downlosd the regs, you dont need to be computer saavy at all.  If youre one of the very very few people incapable of figuring it out, hand your phone to anybody you know under 50 and ask them to get the washington hunting regs on it.  Even somebody who doesnt hunt could find them in under 2 minutes and put them on your phone

Just got this email from the WDFW regarding the question I asked about when pamphlets would be available:

They extended the special draw application date to May 21 due to the late shipping of paper regs.
