Finally got a response...

Thank you for contacting the Washington State Department of Fish and Wildlife.

There are three ways to add your Hunter’s Education certificate to  your profile:

Send a photo copy of your certificate to licensing@dfw.wa.gov with your WILD ID or name and date of birth
Fax a photo copy of your certificate to 360-902-2466 with your WILD ID or name and date of birth
Visit any DFW dealer location with your certificate and the dealer can enter the certificate into your WILD account.

Tomorrow is the deadline...we will see

There's always general season if you can't meet the deadline.

I gotta ask why from Alabama you’re wasting your money applying in Washington? You’re passing about 10 other states with mule deer and elk on the way that have much better populations and trophy potential and in many cases fractions of the cost

Just a guess, but maybe because:

Thanks. I grew up on the Peninsula and just want to combo seeing family and a hunt this fall, damn corona!

There's always general season if you can't meet the deadline.

This is what i will have to do as i havent heard back yet. Clue me in on general if you dont mind, is it all OTC or is there another online draw for leftovers?

No leftover draw but lots of OTC opportunities.
Nature. It's cheaper than therapy.

Most hunting here in Washington happens during the general deer and elk seasons with over the counter tags. Lots of hunters never even bother applying for the special permit hunts. So you definitely can plan a hunt here while visiting your family. Deer would be October 17 to November 1, and elk November 7 - 18. Or you could hunt bear from August 1 to November 15.
