Idaho Controlled Hunt Tag Exchange

My brother drew for a Controlled Elk Rifle hunt in Idaho. Having trouble getting ahold of Idaho Fish and Game due to their stay home order. Wanted to see if someone knows the answer to my question. I know if you do a general season OTC tag exchange it's 3.75 for the transfer fee, is there a fee when you send in your general season OTC tag in exchange for your controlled hunt tag that you drew? Thanks for the help!

Thanks, called that number before posting and sent me to a recording to send an email as most employees are working from home. Tried it again and went through. To answer the question if anyone wants to know, there is no transfer fee for the tag swap. Thanks again Bango.
