103 should be a lock for a tag.

Anything is possible.  I had 698 last year and got the call a week after 4th of July , buddy had 1015ish and got the call
Although year before a buddy was 287 and got the call 4 days before season ended.
Did they actually call you?

Yes called me and asked if I wanted the tag  . I said yes and paid via CC . Tag was in my mailbox within a week . While I had her on the phone I asked her the average amount of people that canceled their tag
She told me 90 people dropped out the night before my phone call .
