Im just guessing here, but id say that bull broke his skull/antler base after hos spikes had completed growing and them the skull healed that way. In future years i would guess the antler to grow up instead of along the face.
For the record im not a scientist, but have noticed a fair amount of pictured of bulls with pedicles like that and antlers that grow up.

I watched a guy in Wyoming make one of those. He shot at the spike, it staggered and one spike fell down on its face, shot it through the pedicel.

Cool bull for sure. I saw one similar this year but the normal side was a spike and the tine that came down over its nose was a two point.
