I've had decent callback from wardens, but never received a call back over a 2 week period calling the office and leaving a message as instructed. In fact they never bothered to call back ever.

what do you think put you on the do not return call list?
Good question, I'd like to know the answer to that question too.

Perhaps I am what they internally call a "known violator"; there is such a list fyi. I know of a person who was on that list simply because he was a very successful hunter. They just couldn't imagine that anyone could be as successful as he was without violating the law. The guy was straight arrow.

Or maybe I have asked the department uncomfortable questions at times, and I don't tolerate BS answers.

However, I have had no adversarial interactions with either of the two agents I have been trying to reach.

I just thought I'd mention that I tried calling an agent today and he picked up on the first ring, he even called me by my first name when he answered the phone.

Did you also call WSP or WDFW dispatch after getting their voicemail?

The downside of people having game wardens cell numbers is they'll call that number, get the voicemail, leave a message and do nothing else. You don't know what that officer is doing, he may be on a 2 week vacation and doesn't have his phone, he may be on the other side of the state assisting officers in that area.

I have always told people that if you want to call me directly to report violations fine, but if you get my voicemail leave a message and then call dispatch. I may be on vacation/otherwise unavailable and there may be another officer 10 minutes away and if you don't call dispatch he'll never know about the incident you want to report.

Simple answer NO. What respect I've had is all but lost on WDFW, they couldn't manage an ant farm.

Hate to burst your bubble, but there is no such thing as a "do not call list".  If anyone turns in poaching information, they certainly deserve a return phone call, no matter what that person's past history might be.  On many of the best cases I made in my career, the reporting party was a convicted poacher himself. 
I do have a couple of suggestions; first, specifically ask the officer to please return your call.  If you don't get a return call, then call back and ask why nobody has returned your call.  If that doesn't work, just remember that everyone has a supervisor; call that person.
