I've had it happen a few times where bullet didn't stabilize and was tumbling and hitting target sideways and stuff.
Which was in 243 ,but shooting same loads in two different rifles ,one rifle shot fine,other they tumbled.But I just changed bullets for the one rifle.
But by all means I'm no expert.
Sure someone that know more will chime in.

One really has nothing to do with the other so I'd say no. 

When you say "help compensate" what exactly do you mean by that, are you getting or worried about bullet failure due to over spinning the bullet?  I suppose maybe in that sense you could use a different powder to drastically lower velocity which lowers bullet RPM but if you aren't getting bullet failure what are you concerned about?

And just to be clear, the way you ask the question your barrel has a much faster twist rate than what the bullets you plan to shoot require, correct?

In your opinion how fast is too fast? Are jackets separating and your bullets going Poof? I'd love to hear the setup you got to see what's going on. But I don't believe changing powders will make that much of a difference unless you're changing the amount to significantly reduce velocity IF you indeed have too fast of a twist. In that case you'd have to switch bullets to a longer one which typically means heavier.

Btw to calculate RPM it's

Velocityx720/ twist rate.

General rule of thumb is to not go over 300k RPMS
<275K is better.

Im curious about caliber, bullet weight, barrels twist, bullet mfgs recommended twist rate etc.  Once you compromise one thing, there will be other compromises introduced as you cant address one element with out it affecting another.

Unless you’re spinning the bullets jacket off it shouldn’t be a problem. I don’t think you can really overstablize a bullet. Most people have the opposite problem of not enough twist for the bullet they want to shoot. But different powders will not help. New bullet or new barrel!

I am loading for a 6.5 PRC with Rl26 and various 140 gr bullets. My barrel is 1:7 twist. So far my groups havnt been great but havent tried all bullets yet. I was headed to 3 forks today for stuff and thought after looking at the burn rate chart that a slower or faster burn rate might make as much difference as a lighter or heavier bullet does with twist rate

7 twist in that caliber is certainly for the heavier/est bullets for that caliber, however you shouldnt see any problems 140gr and above, probably not even 130gr.

Higher velocity will cause the bullet to spin faster and less velocity will cause it to spin slower, regardless of type of powder. When a bullet is not perfect it will tend to wobble and cause a loss in accuracy if overspun. Like an unbalanced car tire, at certain speed it will begin to wobble. For the most it's not a big deal to over spin bullets. The only real way to know is to try it.

Since a 1:8 is ideal for 140’s.  A 1:7 is not going to be noticeable.  Will actually give you a slightly higher BC. I have a 300 wsm that is 1:9 and shoots 200’s great.  Suggests (1:11).  A 7 wsm that is a 1:8.5 and shoots 168 awesome. (1:11) suggested.  Did the math and I was still at around 230,900 rpm. H1000, 7977,N565, RL26 would be my first powders to try.  RL23 or H4831sc would also work well
