What time frame you looking? How tough of a hunt. I know an outfitter that guides Kodiak. If you want long hair you might look at a Kenai peninsula hunt in Nov. Some that area can be pretty tough hunting. If you want it this year it might be tough to get in as some book out a couple years.
I've never hunted with a guide but id look hard at Kodiak. Theres some really good outfits on the rock, VERY healthy goat populations and lots of options for styles of hunts and time frames. With an 8 month long season you could land a beaver on an alpine lake and be right up in them and plan for a few salmon days on the back end, go in November and combo them with a deer hunt (doing that this year) or go in March when the days are starting to get long again just like the goat hair.

Registration hunt rg480 is otc. Its the whole South half of the island. Obviously as a NR you'll need a guide but the tag is the easy part.

If you want a guided hunt in Alaska then I would look up Jason Bunch of Kodiak Backcountry adventures. Jason is the man when it comes to getting after goats!!

Id definitely call him to see if he does any hunting in rg480 though. I'd not be waiting on poor draw odds when there's otc options available. Guy has guided some gagger Billy's
I would check with Jason about odds as he had 9 of his guys draw the tags this year. I think chances might be better than one might think.
I did a goat hunt in Alaska in 2018 and would totally recommend them, DM me and I would be happy to give you the information to look up.

They may have outfitter tags of some sort best draw odds i can see are the Uganik River permit which averages 13% over the last 4 years. Rest are all 3-9% on average. Which ironically is better odds than about anything in North America
