It would be great to see the state document the permit drawing detail.

Using the Species, Category, Hunt Choice as reference.

The "hats" in this case must be hunt choice.
The random number(s) gets assigned to a hunter per category?   Or per hunt choice?

The hats are not by hunt choice, they are by category (quality elk, bull elk, antlerless elk).  All hunting methods go in the quality bull category and they assign the highest random number you draw.

As an archery hunter your highest number could be the 20th down the list but if there are 19 rifle and muzzy hunters in front of you you are technically the number one archery guy and get your top choice.
Pain is temporary, achieving the goal is worth it.
