Rayonier Swift Reservoir

So my partner and I weren't quick enough on the draw to get our Fossil Creek permits this year.  Rayonier does have a new permit this year on the south side of Swift Reservoir in the Siouxon. 
Apparently they bought from Pope. 
Half of the area is walk in, which I want, but the permit is $400.
Are there enough elk in the area to warrant the cost?
