I'm actually surprised he hadn't been confronted by this before now. The agencies actively investigate this stuff, there are quite a few TV shows that have been nailed for not having permits, most probably didn't even know it was a requirement.

We hadn’t until this year (we now have to get them for anything we film, even if we are only standing on public land talking about anything call or product related). We also heard from rangers they basically get to pick and choose who they go after and what is considered “commercial”.
