Looks like in 2016 they restricted bait piles to be 10 gallons or less and piles have to be 200 yards apart. Here's the link to when they changed the rules.

Baiting topic anyway.

Page #86 in the big game regs.
Lady Grouse you need to read it.

Here is what it says,but I encourage you to get a copy of big game regulations and read for yourself.

"Bait" is any substance that could serve as a lure,
food, or attraction for deer or elk.
Except as otherwise provided in this section, it
is unlawful to hunt for deer and elk using any type
of bait placed, exposed, deposited, distributed,
scattered, or otherwise used for the purpose of
attracting deer or elk with the intent to hunt them,
if the volume of bait accessible to wildlife exceeds
10 gallons. Bait sites of an individual license holder
cannot be placed within 200 yards from another
known bait site or another bait site of the same
license holder.
EXCEPTIONS:
Hunting on or over the following is not considered
an unlawful use of bait while hunting deer or elk:
• Locally common agricultural and ranching
practices including salt or mineral distribu-
tion, and feeding;
• Food that is available from undisturbed wild,
volunteer, or planted vegetation; including fruit
trees, orchards, vineyards, and food plots;
• Scents used for cover and attractant that are
not consumed by animals;
• Naturally occurring mineral deposits; or
• As authorized by a department permit issued
to address a management objective.
• Exceptions do not include accidental or inten-
tional spills, dumping, or storage of agricultural
produce, feed, or bait.
A violation of this section is punishable as an
infraction under RCW 77.15.160 if no animal has
been shot or killed and RCW 77.15.410 Unlawful
hunting of big game—Penalty, if an animal has
been shot or killed.

If the volume of your bait is more than two 5 gallon bucket.
Then yes it is illegal, if you have less than two 5 gallon bucket ,then it is legal.

Bait sites have to be 200 yards apart. No limit on the amount of bait sites you can have.

With all that said....
You have never seen a hunter at the gas station,or in the woods with a bail of alfla.
Not trying to bash here ,but you are untitled to your opinion on baiting, As long as you have less than 10 gallons of corn ,oat,salt,deer block, or whatever ,If it fits in two 5 gallon buckets it is legal.
Try to educate.......
It has always been legal as far as I know....
Volume limit was added ,cause hunters would fill there pickup bed with apples, and try to lure animals in.
I have seen and followed a guy a few years ago into the woods. Apple's laying in the road around every corner ,I caught up to the guy ,whole bed of pickup filled with Apples.

Volume limit is good law,it allows us hunters to bait,But also keeps the amount of bait limited.

Hope this helps to understand the rules of baiting deer and elk.
Baiting bear is illegal ,No matter volume,time of year, just illegal to hunt or kill bear over bait.

If after all this ,you still truely believe it's illegal,then don't do it yourself. But many of us read the regulations,and are not doing anything illegal. So please try not to prosecute us.
