No they don't roll over.

You have to pass hunter ed now to apply for permits or earn points.

Youth until 16 but not a youth once 16.  If your youth turns 16 before September when the seasons start you can still buy the application when they are 15, put them in for the hunt, draw the hunt even if 16 at drawing point and hunt on a youth tag even though they technically aren't a youth anymore.

That is good info to know thank you. I would have assumed that since he will be turning 16 prior to the season he wouldn’t be able to hunt youth tags. Good to know he gets that extra year.

Make sure you buy their license and applications before they turn 16, both for the youth stuff and cost.  I forgot and got stung, lost a year of application possibilities and paid the extra cost.  It isn't how old they are during the season (hunting or fishing), it's how old they are when you buy the license.  Buy it before their birthday.

I don’t think that will work in buying it early as most lic go until March

I think, and I could be wrong, that should be able to purchase bear elk and deer in January.
