My brother and I hunting on top of the Steen's in OR watched two Eagles single out a cow from a herd of Elk. They dogged that cow all over the mountain for thirty plus minutes dive bombing her, even hitting her several times until they went out of sight. YES Doug we had whiskey on this trip
At the bottom of the mountain we ran into an outfitter that said he had seen this before and that they will do this until they drive them crazy and run them off a cliff. Sounded good to me, sure looked like that is what they were trying to do.
