They could allow year around cat hunting with no quota. They could allow us to bait cats. They could allow us to trap cats. They could allow us to hunt cougars at night. They can do a lot of things, but their biologist continue to blow smoke and say our state does not have a cat problem. I have been told that our state has anywhere from 1500 ish cats / cougars. This is complete BS and they know it.
