I've never used mine for deer, but it works great for other things like tomato sauce, jams etc. Pressure canning is safe for all foods. For water bath canning you need to have a fairly high acidity to ensure safety. There are a lot of good resources for canning on the internet, I don't personally know a lot about canning meat.
I think stew meat would work great canned, I cook it in the pressure cooker all the time and it turns out perfect. Brown the meat first and then can it following a recipe for the time and pressure.

As long as the electric pressure cooker can reach the pressures necessary.  I have an instapot and I am pretty sure it would not be recommended for canning meat, pressure doesnt get high enough.  I got a seperate stove top pressure canner for meats and veggies.

Yes and yes. I have the Presto 12qt digital electric CANNER (not cooker). Works great. Much easier than watching the pressure gauge or using a pressure regulator like on a traditional canner. The downside... it's only 12qts, so more canning cycles required for large batches.
