Brake cleaner spray might work.  I recently used it to remove a rattle can paint job from a mid-70's steel motorcycle gas tank.  Scrubbed with a toothbrush while wet and got it all off without harming the original paint underneath the "custom" paint job.

The easiest would be: send it to me... and buy a new one. Somehow I don't think you're going that route though...

Wet a rag with laquer thinner and loosely wrap part of the scope at a time, it will soften then wipe it with a fresh wetted rag to finish Mark
