ORV Sticker Help

I'm looking at buying a mini bike and want to ride it on public land, looking at DNR ORV parks, national forests, etc.  Offroad trails only, nothing requiring it to be street legal.

I went into the licensing place to see what hoops I get to jump through.  I was told to ride it on public land I would need to get an off-road title ($42), pay tax and then buy the ORV sticker and possibly off-road plates.  It didn't appear the person helping me was quite sure.  He also told me I didn't have to title it, but recommended it, but maybe I would need it for the ORV sticker.  They said I would need an MSO and the purchase order as documentation.

WA state website only says that plates and registration are required to drive it on public roadways which I interpret as streets, not ORV trails?

Anyone know what the minimum is to legally ride an off-road only motorcycle on state or DNR land in Washington?

I think all you need is ORV sticker
Might also be a spark arrestor muffler requirement as well

I also went down the spark arrester wormhole, it makes the ORV sticker seem simple.  I'm pretty sure I found a solution, but another $79 to the bill for something that was supposed to be some cheap fun.

I figured around my house would be a good place as there are tons of those things around.  Maybe I need to go closer to the mountains, find a licensing place in Darrington that does them more often.

:yeah:  You got it.  Sucks eh..  It is all about $ collection for Wa.  Nothing else going on.  Boats, cars, Bicycles, hikers.  Pay to play.  I am pretty sure the only thing Wa. doesnt require a tab on is a horse or goat?

This thing is literally a lawnmower on two wheels and it's going to cost me at least $200 to be legal.

Hey don’t you be given them any ideas. I already get enough of those renewal notices in the mail, I don’t need the damn goats to start getting them too

I went and put mirrors, turn signal, horn and mirrors on my quad to be street legal
Got inspected got plates
Uh uh
Can’t use it on national forest
Well except in designated areas like sinlahekin , which is a mad house

Go to Village Licensing in Lake Stevens. They know their stuff (they ride off road). I had several of their kids as students. Not the best bedside manners shall we say, but they are legit. Just did the ORV for my son's dirt bike painless and they will not pencil whip you.

My son just bought a new one and for just off road you need the license plate sticker and current year tab. Only need the metal plate if it’s a dual sport. Then if you want to ride on trails too you have to have both. Almost Costs more to dual license my 1984 Honda 200 than it does to license my 2016 f250  :bash:

I didn’t know that.  I thought if it had a street plate you can ride anywhere.  Which trails need an ORV plate?

Maybe I’m better off remaining ignorant.

I was told once on a single track trail in central WA  it had to have orv tags also. But I’ve never had anyone look twice since when they see the metal plate on the back so if I were you I would play the ignorant card As it really seems like it’s to each individual’s discretion. Grey area they could get you on may be if actual signs are up saying only orv travel and you have a bike that is only street legal licensed. Can’t really think of ever seeing a sign that actually stated that though. Hopefully someone who is more educated on the actual laws than me can speak up if they know otherwise.

I just bought a new quad.  They asked if I wanted to register for ORV and I said yes.  I received a green license plate and an ORV tag for the plate.

Is that all DNR land or only ORV areas like Reiter Foothills and Walker Valley? 

The requirements on the Dept of Licensing website are very unclear.

Your guess is as good as mine.  The designated ORV parks for sure, unclear on plain old DNR land and not sure what other places would require it. 

From what I gather, only DNR land requires a street plated bike to have something in addition to the road license plate.  It sounds like that may either be a Discover Pass or the ORV sticker/plate.  That's pretty confusing if true.

At least you don't have to worry about a spark arrestor, that is an even worse nightmare.

The other thing I noticed was that if your motorcycle is street legal you need a Discover Pass for the motorcycle and a second Discover Pass for the truck you brought it up there with (assuming you didn't ride up there).  So, for a street legal bike you brought up in a truck you would need a metal plate, orv sticker and 2 Discovery Passes on DNR land?!  Offroad only would only need an ORV sticker but then might not be legal on all the DNR roads?

Sure would be nice if there were a published set of rules, DNR's website gives some clues but not all the info to be legal.  I'll probably try giving them a ring or e-mail to see what other paperwork I need.
