New Mexico is a no brainer for me.  Yes money up front but (returned)and way better odds on a crap shoot draws.

All depends on what you are trying to draw...I wouldn't say the odds are "way better" for the DIY NR in New Mexico.  Heck, you can hunt branch bulls here OTC in some places.  Or you can apply for the Gila there and have less than 1% odds. 

Odds of drawing a primo tag in either State are super long...if that's what you're holding out for, better be applying in all of them!
