Conflict Goat and general reporting questions

Wondering if the hive mind here on the forum has an answer for this question.  I religiously pour over all of the harvest statistics over prior years to better educate myself on success rates, number of permits, applicants, etc.  What I have yet to fully understand is some of the columns and what they actually mean.  Let's take the Conflict Goat as a prime example:

6014 - East Olympic Mountains C (6-1)a - Mountain Goat Unit 6-1
Total Applicants   Quota   Permits Issued   Reports Returned   Total Harvest   Males Killed   Females Killed   Hunters   Hunter Days   Days/Kill   Hunter Success

6009 - Goat Rocks East (5-5) - Mountain Goat Unit 5-5
Total Applicants   Quota   Permits Issued   Reports Returned   Total Harvest   Males Killed   Females Killed   Hunters   Hunter Days   Days/Kill   Hunter Success
4,644              2                0                        0                                  0                 0                  0              0                 0              0                   0%

Total Applicants is straightforward.  Quota is the number of permits. 
Here are the questions: 
 :chuckle:Permits issued means only the number of folks who actually purchased the special permit?  In the cases above, did really no one actually purchase the two Goat Rocks East permits?  If those 2 drew but didn't purchase the tag, do they keep their points or are they burned in the draw?

Reports Returned.  The Conflict goat had 6 permitees not submit their hunting activity?  Why would someone not report? (6 out of 10 seems really high)

Everything else is self explanatory.

These are the statistical points that keep me up at night... :chuckle: Thanks for any insight gang...

I don't get not reporting on OIL hunts (I know the conflict hunt wasn't oil), you'd think with those low numbers the wdfw would find it easy to get a hold of the hunters.  The other question, I could only guess the two people who drew didn't get their tags and the hunt went unfullfilled?? Anti's who put in or people who just couldn't afford the tag at the time, who knows.  But, if they turned their permits back in, they would get their points back BUT, I'd think wdfw would have drawn the next in line??

Interesting idea/hypothesis about antis putting in for OIL to block hunters.  I've never thought of that plausible activity.  That is some dedication!  I know it is not probable, but if those tags go unpurchased, is the missed quota factored into the next year's quota?  Is that why it takes until April to get quotas and until June to get permit results? :chuckle:
