This year, something was different. I had to complete the transaction for my deer-elk-bear-cougar first, before the special permit applications even showed up for purchase.  Then I had to purchase the special permit apps separately.  Only after that did the "submit" buttons show up to select your unit numbers.
Look man, some times you just gotta roll the dice

Ok - ya it seems different this yr , its telling me to puchase and its not asking for the unit or eastern or western for elk?

When I purchased licenses and applied online, it had me do a survey asking east or west for elk. It also asked weapon type before I could complete the transaction

Yep - it did just ask me to do the survey for east or west elk and then it let me make the payment , but it never asked me what unit I wanted the quality apps to be for??

When you buy a deer or elk LICENSE you are not required to designate weapon type (Modern, Archery, Muzzleloader) or Eastern/Western Washington for elk.

When you select a deer or elk TAG, you are required to designate the choices at that time.

In order to submit a special application for deer or elk you must: (1) have purchased a hunting license, (2) have selected a tag and made the designations of hunting method and Eastern/Western for elk, and (3) purchased a special hunt application. At that time you can submit the application with the hunt number selection(s).
Nature. It's cheaper than therapy.
