Idaho reserve whitetail tags

So here's a question....... I just got an e-mail from Idaho that they are releasing the 1500 non res whitetail only tags that they sell after the reg tags are sold out. This starts Jan 12.  But a perusal of the units and their individual non res quotas shows that every whitetail unit in the state has already sold out their quotas.  So what unit if any will these tags be good for? It didn't matter when it was an any unit tag, but how are they going to handle this?

First off, if they let them be used in a sold out unit, it isn't fair to those who got in on the first sale and were told their favorite unit was sold out then turn around and sell a tag to that unit to someone else.  I have no skin in this other than curiosity as I already have my tag. But I am curious.
