We'll see how this law passes the Constitutional smell test. I doubt it could. The restrictions just to obtain a firearm will preclude many from being able to do so. Cost, accessibility, privacy under the 4th Amendment.

"The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated..."

I would find passing it unbelievable if not for the voting bloc of Multnomah County.

The general population doesn't understand the Constitution or their rights. Guns are bad, government is good. Big Brother will keep us safer than someone with a damn gun.
