Is this normal or is this deer sick?

I know they loose some hair but I thought it was closer to spring.  I cant tell if this hair is coming or going or if there is something wrong (sick) with this deer.  Thoughts..

Normal, it's shedding it's summer coat for winter

They lose their winter coat in the spring and lose their summer coat late summer. Just growing that winter coat in.

Pretty common out here on the Oly Peninsula among blacktails, if it's the same thing. It's either caused by some kind of bug or an immune system issue. They are supposed to grow out of it as they age but that deer doesn't look too young. It makes them more vulnerable to predators since the deer tends to focus on the itching and discomfort.
