Duck?
I would look at a Haydel's DR-85. There are a lot of options for less expensive double reed calls that are very easy to learn on.

Goose?
Maybe look at the Saunders refuge series short reed calls. Not expensive and sound good. I would look to start him/her on a short reed.

Get the Rick Dunn Duck Calling 101 CD from Echo calls. Double reed calls are good beginner calls, but a single is what he'll move forward too. Get a Echo Poly Carb single reed timber.

I would suggest getting the Dave Smith goose calling CD. Great learning tool. Let your boy loose!! Get some reeds and extra guts. Mark with a pen the original placement of the reed and guts and take a picture. Don't be afraid to sand the working half. Its all part of the addiction.

Duck commander has a couple easy to learn calls.
Roller whistle is a good one for pintail
Gadwall is the most simple and easiest out of everything.
