A news reporter called me a few days ago because I'm a licensed bear outfitter in Idaho, writing a story on how the change might affect outfitters, I told her it wouldn't have any effect on my business, I'm not in one of the high density grizzly areas, I referred her to outfitters who are.

Big what IF question, if they did open a few tags do you think they would put a stipulation that the hunter could only harvest with a guide, or biologist/law enforcement? Especially for the first few tags to monitor how the hunts went, and to appease the antis.

No I do not, I think they would require the tag holder to attend a class. If I remember correctly when they delisted before, Idaho was only going to get one or two tags, Montana and WY both would get more. Of course that was sopped by a lawsuit from the antis, which I'm certain will be attempted again.
