Based on your post, I’m assuming you are looking at Idaho. Minimum age is 10, and correct, if your son has a junior mentored license, you’d need to also have a tag for the same species/area.

My son is 12 this year which is why I’m looking at some out of state options. Can he hunt in IDaho if he has passed hunters Ed, which he has, without me needing to purchase a tag? Oregons regs seemed much easier to read but besides the basic hunting license being $10 seems like all other tags are the same price as adult NR hunters. I’m leaning towards oregon mostly because we like to raft down there and I’m trying to see if we can do a rafting/hunting trip.
