That tag is one of the easier access places, but for the one you describe you need to be able to walk probably 4-6 miles a day. You should be able to walk the majority of it on a two track and get into the general area they frequent. Game carts would be an easy way to do it in 1-2 trips depending on the cart.Then again, I met a guy hunting it about 7 years ago and he shot one next to the truck in the parking lot on his way out one day.
I had a rifle cow tag last year (one of 5 tags, all in the southwest unit). Season was early/mid November. There was a small herd within the unit opening morning. Another hunter got into them and got one cow. I hunted hard the next two days gave the unit a break and hit the last two days of the season and only saw bulls. Once that herd knew there was pressure they weren't in the huntable area during daylight after the first day. On the last day of the hunt I found a small herd, but they had crossed over to private just before shooting light. If there is a general season going on at the same time as your wife's hunt then that should push the elk around more, but if not then they will likely seek refuge on private and avoid the hunted areas. I'm in the area and would be willing to help pack out an animal (timing dependent of course). But if you want help packing post it up here and I bet you'll get some help.
So it looks like your able to hunt the entire lower blue area correct? From Cheney Plaza Rd West is that correct? PM sent.
