”Background Checks and Other Firearm Sale and Ownership Requirements
Effective January 1, 2024, HB 1143 imposes additional requirements for the sale and transfer of firearms, including the following provisions:

Background checks are required for all firearm sales and transfers, with some limited exceptions including sales or transfers to law enforcement agencies and officers acting within the course and scope of their employment or official duties (RCW 9.41.113). Background checks are to be performed through the Washington State Patrol Firearms Background Check Program, a centralized stated system, rather than through local law enforcement agencies.
A 10-day waiting period is required between the purchase and delivery of the firearm to the purchaser.
The purchaser must provide proof of having completed a recognized firearm safety training program within the last five years.“


PSA Grays Harbor county gun stores are now following this new upcoming requirement, as part of a pilot program, as I was told by the employees, I drove 2 hrs to "East county guns" in Elma to do an FFL private party-firearms transfer
then I find out after the paperwork is done I cant take my new bolt action rifle home until they call me

Yup, and after the first you have to go to school and get a piece of paper saying you went to school and are saying you are safe to own one.

The 10 day wait is not absolute.  WSP has 10 days to do a background check, but it could be done in an hour.....just depends on how busy / backed up they are.  Hooked on toys is doing the WSP background check and I had my bolt action rifle the same day.  I think it took 4 hours, give or take.  (this is at least how it has been explained to me)


The class thing is going to be interesting.  No one knows what that means, who puts the class on, who checks or regulates the class ect.  This could be a nightmare.   :bash: :bash:

You can do the training on Sporting Systems website just like the 1639 training. Skagit Arms is one of the stores that are already doing the background checks through WSP. They say it's been pretty smooth and most returns are the same day. That could change when all the stores have to start using it though.

I think the ten day period is absolute starting January 1.
Nature. It's cheaper than therapy.

I heard some retailers volunteered or where chosen as a trial run before the Jan 1 date.
That's just what I heard,not sure what the truth is.
Yes anybody that has been on the fence about buying a firearm.
Might be the time.
I have friends and family that have been buying guns all year long cause of this.

Every FFL that is using it already did so voluntarily. 

I keep pointing out in my For Sale posts that the requirement to use the new system will soon be in effect and that I’m still using NICS as much as possible.

WSP will also be charging a fee for this...

It's smooth and quick for the handful of gun shops that are already doing it because the system isn't clogged up yet.  Wait til Jan 1 when every BiMart, Walmart, Sportsmans Warehouse, Pawn Shop and sporting goods retailer is forced into the system....

I was also told that WSP won't being available/doing these on the weekends so M-F only. It will be a cluster.......
